Nyerere told journalists in Dar es Salaam yesterday that the minister
failed to stand for human rights, freedom and security of the citizen.
He said the report released by the
investigation team formed by the minister aimed at clearing the image of
the police force in the country and to defend the ongoing atrocities
committed by the force in the country.
He accused the minister of misusing the
public funds to pay the probe team which came up with the unsatisfactory
report, saying: “The act of receiving the report and defending it as
Minister Nchimbi did shows that the government is not committed in
fighting against murders committed by police against citizens in this
country.''
Nyerere promised to send all the three
reports to the shadow cabinet for further scrutiny before they are
tabled in the National Assembly.
Responding to the allegations made by
Tanzania Democratic Alliance (TADEA) National chairperson, John Lifa
Chipaka that Chadema leaders refused to cooperate with the committee
formed by Minister Nchimbi, Nyerere said the probe team was formed by
the Minister whose force was accused for the murder.
On Tuesday the presented its report to the
minister which apart from other things, pointed out that the force used
by the police to disperse Chadema demonstrations was excessive, but was
not the cause of the journalist’s death.
The Media Council of Tanzania on the same
day released its investigation report on the killing of Daudi Mwangosi
which accuses police of deliberately and consciously killing the
journalist, who was covering Chadema activities at Nyololo village.
The report indicated that Mwangosi was
killed in cold blood at the hands of the police and under the close
watch of the Iringa Regional Police Commander (RPC) Michael Kamuhanda.
The report is abundantly supported by the
facts collected from the field as well as by a review of video and other
incriminating media output.
On Wednesday the Commission for Human
Rights and Good Governance also released its report which indicated that
police trampled on a number of human rights when they interrupted
Chadema activities at Nyololo village in Mufindi District, Iringa
Region, resulting in the killing of Channel 10 journalist Daudi Mwangosi
last month.
According to the Commission’s report, the
order given by Iringa Regional Police Commander, Michael Kamuhanda, to
ban activities of Chadema was contrary to the law.
It said RPC Kamuhanda violated Political
Parties Act, (Cap 258 RE.2002) Section 11 (a), (b) and Police Act
(Chapter 322) by interfering with jurisdiction of Mufindi Officer
Commanding District (OCD), who was supposed to have issued the order.
The report said Kamuhanda issued the order
to ban Chadema activities while he was not the Officer in Charge of
police in the respective area , adding that under the circumstances, the
order was therefore not lawful because it was issued by a person who
had no legal mandate to do so.
