Elders expose leaders` failures

Mpwapwa, Dodoma
Burege village elders in Mpwapwa District, Dodoma Region have disowned their leaders alleging that they violated principles of good governance. These leaders include; the village executive officer, chairperson and the water committee team.
They made the accusations before the District Commissioner, Christopher Kangoye, who was addressing them on the fight against environmental degradation.
Earlier, reading their letter to the DC, the elders alleged that their leaders have been violating principles of good governance, failing to show income and expenditure records for the water project.
They said they were also angered by the fact that water prices have gone up from 50/= per 20-litre bucket to 100/- without involving the villagers in reaching the decision.
One elder who identified himself as Dickson Mjenda, said the villagers recently demonstrated against the new water price for which they were not consulted on.
“This is contrary to the water policy which demands that for any water project run by a village; pricing for the water from the project should be agreed by villagers,” he said.
He also said that the village executive officer, Thomas Matogwa, has turned his office into his personal means of generating funds as he fines people contrary to directives and by-laws of the district council.
He claimed that the VEO has been granting people permits to undertake activities that end up destroying the environment, and at the same time, the money he has collected did not end up in the council’s books.
He further said that the village was lagging behind in development because of the dirty deeds of some politicians at the village.
After the complaints were read before the DC, the latter instructed the village executive officer to report to the District Executive Director so that he would be posted to another working station.
He said that he did not want to see the VEO at the village due to the allegations leveled towards him.
When the DED, Fanuel Senge, was consulted over the matter, he said that the VEO was yet to report to his office, and that once he reports to him in writing, he would take appropriate disciplinary measures.
